
The "NARRAGANSETT TERRACE YACHT CLUB" will be hosting the 2008 Thursday Evening Race Series for Cruising Class and One-design - Rhodes 19, Class sailboats - Thursday, beginning, May 29, 2008, 6:PM Warning Signal.
* NOTE: Skippers Meeting is being held on Thursday, May 15th, 1900 Hrs at the NTYC Clubhouse. Tune-up race will be conducted on Thursday, May 22nd at 1800 Hrs.
1. Organizing Authority: The regatta will be held under the authority of the Narragansett Terrace Yacht Club and contain special instructions as to the start and finish line set forth by the Race Committee.
2. Rules: All rules are to governed by U.S. Sailing - Racing Rules of Sailing 2005-2008, 2008 PHRF Certificate's Rules and Rules of the "Rhodes 19 Class Association" as they pertain to the National Rules and Specifications"(See NOR item 3).
* 2.1 Safety Notice: Approaches to the Providence River (The main shipping channel) fall under USCG, COLREG Rules as well as IRPCAS, which provide that a "vessel restricted in their ability to maneuver" has the right of way over a sailing vessel. *Actions by the Race Committee will be taken against any vessel that breeches this rule and will be subject to "US Sailing - Section C - Gross Misconduct" Rule 69 (Which may be disqualification from the Race Series).
3. Classes: Any Cruising Canvas Vessel that has a valid 2008 PHRF-NB Certificate or all Rhodes 19's that meets all the rules, following the guidelines of Rhodes 19, Fleet 35's specifications and measurements.
4. Eligibility: Standard vessel measurements are assumed to be within specifications. It is the responsibility of all entrants to conform to PHRF or Rhodes 19 specifications. Skippers must complete registration by checking -in and picking up any changes in the "Sailing Instructions" prior to the starting sequence. (Changes to "Sailing Instructions" - see #11)
5. Entries: Entries shall be made using the Official Registration Form and a check made payable to "Narragansett Terrace Yacht Club" shall be forwarded to: Race Committee Chairman, NTYC, or www.ntyc.org and or for Rhodes 19, contact by email: Rhodes19-Fleet35@cox.net
6. Restrictions on Entries: Vessel entries do not need to be a member of Narragansett Terrace Yacht Club, nor a member of Rhodes 19, Fleet 35 in order to enter this race series.
7. Fees: Fees are payable to "Narragansett Terrace Yacht Club" (NTYC).

8. Registration: Please promptly return your completed registration form and the appropriate entry fee to NTYC by no later than Thursday, during times of 1700 and 1800. If either is not in the Race Committees possession by the start of a race that race will not count towards that particular race in the series.
9. Measurement: Standard measurements are assumed to be within specifications for your PHRF rating. It is the responsibility of all entrants racing One-Design to conform to Rhodes 19, Fleet 35 specifications. Any boat is subject to measurement during competition if requested.

* Note: Races will be scheduled for the above dates but are subject to cancellations by the Race Committee for reasons of weather or safety. * Cancellations are final and there will be no postponements except during the times of 1800 and 1900 on that particular day.
11. Sailing Instructions: The sailing instructions will be available at time of registration. Amendments to Sailing Instructions will be posted at the Narragansett Terrace Yacht Club by 1700 the day of the race. It is the responsibility of each competitor to check the Official Notice Board (Located on the south wall of the NTYC Clubhouse) for any amendments or other notices.
12. Racing Area: "Starting" and "Finishing" lines will be set in the vicinity of "Allen Ledge" by the Race Committee, in the area of the entrance to the Providence River and/or sailing area may be moved at Race Committee's discretion.
13. Scoring: For Cruising Canvas Class vessels will use "Rule 44.3 Scoring Penalty" The "20% Scoring Penalty" (A Yellow Flag must be flown at the first available opportunity after the incident). For One-Design - Rhodes 19: Per Class Rule B 10.00 and US Sailing Rule (Appendix A) the "Low Point Scoring System" will be used. The boat with the lowest score (unless protest is pending) will be the winner.
14. Qualifications: 8 Races are scheduled for each series, 5 races from each series will be needed to qualify. Overall scoring will count the best 5 qualifying races from each series, or 60% of the races sailed. (This changes Appendix A9). Entries must complete 60% of the total races in order to qualify for each Series Scoring.
15. Awards: All prizes and trophies will be awarded on a 1-3-5 basis. The vessel to finish with the lowest score of the race series (unless under protest) will determine the 1st place winner and subsequent second and third place vessels will receive second and third place awards. Awards will be presented at the NTYC Annual Meeting & Dinner Party traditionally held in November.
16. Protests: * Note: Although protests are discouraged for all the obvious reasons, you must notify the Race Committee of your protest immediately upon finishing. A "Protest Form" must be filed within (1) hour after the last boat finishes the race. (This changes Rule 61.2 & 61.3)
16.1 Penalty for Breaking Part 2: While racing a vessel may take a penalty at the time of the incident. Rhodes 19 Class Sailboats will sail using the penalty turn rule (Rule 44.1 & 44.2) on fouling another vessel and penalty turn (Rule 31.2) on touching a mark on rounding.
16.2 Protests & Hearings: If there is a protest you must follow the guidelines under "Rules: Part 5- Protests, Redress, Hearings, Misconduct and Appeals".
