The “NARRAGANSETT TERRACE YACHT CLUB” will be hosting the 2005-2006 Frostbite Series for the One-design - White Horse Dinghy Class on Sunday mornings, beginning, October 30, 2005, 10:AM Warning Signal. Skippers Meeting and tune-up race will be conducted on Sunday, October 23rd at 10:AM.
1. Organizing Authority: The regatta will be held under the authority of the Narragansett Terrace Yacht Club and contain special instructions as to the start and finish line set forth by the Race Committee.
2. Rules: All rules are to governed by U.S. Sailing - “Racing Rules of Sailing 2005-2008” rules of “White Horse Class Association as they pertain to the National Rules and Specifications”. (See: NOR item 3)
3. Classes: White Horse Dinghy (Factory Hull) that meets all the rules following the guidelines of Fleet #1’s specifications and measurements that are available at: http://www.ntyc.org/racing/frostbiting.html or at NTYC.
4. Eligibility: Standard White Horse Dinghy measurements are assumed to be within specifications. It is the responsibility of all entrants to conform to White Horse Dinghy and sail specifications. Skippers must complete registration by checking –in and picking up their Skipper’s Package prior to or during times of 0900 and 1000 on 10/23/05 on the day of the tune-up race.
5. Entries: Entries shall be made using the Official Entry Form and a check made payable to “Narragansett Terrace Yacht Club” shall be forwarded to: Bill Dawson, 175 Riverside Drive, Riverside, RI 02915. Entry Forms are available at NTYC and or contact by email: billdsails@cox.net
6. Restrictions on Entries: White Horse entries do not need to be a member of White Horse Class Association nor a member of Narragansett Terrace Yacht Club in order to enter and compete in this race series.
7. Fees: Fees are payable to “Narragansett Terrace Yacht Club” (NTYC).
(a) The entry fee is $30 per person for Fall & Spring Series, no pro-rating
(b) The dinghy storage fee is $20 per boat per series, no pro-rating.
(c) The 10% discount (entry fee only) is extended to US Sailing members. To receive the discount, the US Sailing membership must be in the name of the Person on registration. You must present your membership card at Skippers Meeting to avoid this fee.
(d) 12-Pack Rescue Fund – If you somehow become capsized and or require assistance of any kind (such as a tow) from the Crash Boat you will be requested to make a “donation” to the Crash Boat Crew.
8. Registration: Please promptly return your completed registration form and the appropriate entry fee to NTYC by no later than Sunday, during times of 0900 and 1000 on 10/30/05. If either is not in the Race Committees possession by the start of a race that race will not count towards that particular race in the series.
9. Measurement: Standard White Horse Dinghy measurements are assumed to be within specifications. It is the responsibility of all entrants to conform to White Horse Class Association specifications. Any boat is subject to measurement during competition if requested by the White Horse Rules Committee.
10. Schedule of Races: Sunday, 10:AM Warning Signal (Races to be located or relocated by Race Committee at any time, at their discretion, based on wind condition/direction) The Race Committee will attempt to run as many races as possible. No races will start later than 12:00 Noon.
Fall Series: Sunday Mornings, October 30, 2005, November 6, 2005, November 13, 2005, November 20, 2005, November 27, 2005, December 4, 2005, December 11, 2005, December 18, 2005, January 1, 2006, January 8, 2006, January 15, 2006
Sunday, January 1, 2006 – The Hangover Bowl Regatta – White Horses (Start TBA)
Spring Series: Sunday Mornings: January 22, 2006, January 30, 2006, February 5, 2006, February 12, 2006, February 19, 2006, February 26, 2006, March 5, 2006, March 12, 2006, March 19, 2006, March 26, 2006, April 2, 2006.
(a) Note: Races will be scheduled for the above dates but are subject to cancellations by the Race Committee for reasons of weather or safety.
(b) Cancellations are final and there will be no postponements except during the times of 10:AM and 12:Noon on that particular day.

11. Sailing Instructions: The sailing instructions will be available at time of registration. Amendments to Sailing Instructions will be posted at the Narragansett Terrace Yacht Club by 0900 the day of the race. It is the responsibility of each competitor to check the Official Notice Board for any amendments or other notices.
12. Racing Area: “Starting” and “Finishing” lines will be set inside “Bullock Cove” by the Race Committee, in the area of Mooring #33 (Lines and sailing area may be moved at Race Committees discretion).
13. Scoring: Per Class Rule B 10.00 and US Sailing Rule (Appendix A) the “Low Point Scoring System” will be used. The boat with the lowest score (unless protest is pending) will be the winner. Regatta may consist of a series of races but at least (1) race to qualify. (Number of races in series is 110 races but not restricted to 110 races due to weather or ice complications) Race Committee will attempt to provide 5 races each Sunday, with 11 Sundays in the “Fall Series” and 11 Sundays in the “Spring Series”. Entries must complete 60% of the total races in order to qualify for Series Scoring.
14. Chartered Boats: Boats may be available and will be allocated on a first come, first served basis. Any competitor requesting a charter boat and or crew position for this series should make contact directly with the Vice Commodore or Race Committee. It is at the sole discretion of the Vice Commodore as to status and availability of NTYC boats and equipment.
15. Awards: The vessel to finish with the lowest score of the race series (unless under protest) will determine the 1st place winner and subsequent second and third place vessels will receive second and third place awards. Awards will be presented at the NTYC Spring Meeting and Fitting Out Party.
16. Protests: * Note: Although protests are discouraged for this Frostbite Series, You must notify the Race Committee of your protest immediately upon finishing. A protest form must be filed within (1) hour after the last boat finishes the race. (This changes Rule 61.3)
· Penalty for Breaking Part 2: While racing a vessel may take a penalty at the time of the incident. Rhodes 19 Class Sailboats will sail using the 2-turn rule on fouling another vessel and 1-turn rule on touching a mark on rounding. (Under Rule 44.1 & 44.2)
· Protests & Hearings: If there is a protest you must follow the guidelines under “Rules: Part 5- Protests, Redress, Hearings, Misconduct and Appeals”.
